Since the introduction of the Universal Secondary Education (USE) in 2007, several challenges have been encountered in its implementation. Among which is the persistence poor performance in most Secondary schools. A lavishly proportion of the learners have always failed to attain, acceptable or suited levels of performance.

The policy has improved access to Education for poor Ugandan children. However it has been observed that quality has been compromised for quantity and there some challenges faced by students, teachers and administrators under the USE and UPE Education in Uganda (MoES 2008). At the onset of USE, Uganda recruited 1000 government and private schools that ae regularised less than 75,000 to participate in USE (OKETCH at etal 2007). Currently there are over 800 Government aided secondary schools and seed schools under USE and over 556 private secondary schools under USE.
