All of Wesleys life, his father Julian, who was the sheriff of Bentrock has controlled Wesley. When Julian stepped down from his position as sheriff he wanted his son to continue the Haden family tradition and succeed him as sheriff so he would still have power and situation in Bentrock. To quote his on David so my father fit out aside his fledgling law practice and took the badge my grandpa offered. It would never have occurred to my father to refuse. In this his son David (the narrator) knows that Julians control over Wesley is so absolute that refusing his father isnt something that Wesley can or would do. When Wesley arrests Frank he locks him in the basement instead of the township jail and when Julian finds out about this he assumes that Wesley is suspicious of the fact that Frank is a well respected state of war hero and says ever since frank came home in identical and you didnt, youve been jealous in this quote Julian doesnt very think of Wesley as the sheriff he thinks of Wesley being the puppet and him the puppeteer and that Wesleys pulling a stunt to get attention.
