Case Report of Six Sigma at Academic Medical Hospital Essay

Six Sigma is a business management strategy designed to meet customer needs and process capability. Six Sigma seeks to improve the quality of process outputs by identifying and removing the causes of defects and minimizing variability in manufacturing and business processes. It uses a systematic project-oriented fashion through define, measure, analyze, improve, and control (DMAIC) cycle, including statistical tools, and creates a special infrastructure of people within the organization (like â€Å"Black Belts†, â€Å"Green Belts†, etc.) who are experts in these methods. Each Six Sigma project carried out within an organization follows a defined sequence of steps and has quantified financial targets (cost reduction, profit increase, etc). Overview: Project name: Six Sigma at Academic Medical Hospital (AMH) Problem: Patients with potentially life-threating injuries and illnesses are waiting for over an hour for treatment in Emergency Department at AMH! Although long wait times seemed to be readily excuses by many physicians due to complexity of managing emergency room and processes and clinical staff, it is still unacceptable for the patients. Targets: help Emergency Department (ED) at Academic Medical Hospital (AMH) to reduce the wait time Method: instituting Six Sigma at AMH and establishing a Six Sigma Foundations Teams, which undertake an application practicum on an assigned AMH project with, cooperate trainers acting as coaches. Six Sigma Foundation TEAM: Champion: Dr. Elbridge (establishes business targets and creates an environment within the organization to promote the Six Sigma methodology and tools) Sponsor: Dr. Terry Hamilton (key communicator and approves final recommendation) Owner: Nancy Jenkins (implementation and accountable for sustaining long-term gains) Black Belts: Jane McCrea (project leaders who are experts in Six Sigma methodology and statistical tool applications) Green Belts: Dr. James Wilson (trained by six Sigma methodology from hospital) The Foundations Team: (a group of local experts who participate in the project) &4 people (Nancy Jenkins, Patient Care Manager; Georgia Williams, ED registration Manager; Bill Barber, senior Clinician; and Steve Small, Senior Clinician and Quality Improvement Coordinator) Seven Process Steps and Activities for patients at the Emergency Department: Triage: The Nurse complete a preliminary assessment of the patient’s condition and ranks his criticality accordingly; Register: The Nurse obtain demographic and insurance information; Lobby: The Patient wait for the nurse call your name; Tx Room& Nurse: The patient do testing and get the results; MD: The patient wait for doctors. Questions: Q1.Describe how Six Sigma Methodology (DMAIC) is implemented in the â€Å"ED Wait Time Project.† As stated, Six Sigma is based on a 5 phase, step-by-step process that was used in the â€Å"ED Wait Time Project.† In the Define phase the team identified expected benefits of the project including expedited medical care delivery, improved patient satisfaction, reduced patient complaints, increased patient capacity and improved operational efficiency. Moving on to the Measure phase, the team determined the baseline measures and the target performance of the original process as well as defined the input/output variables. They collected 2 groups of data sets as well as administered a patient satisfaction survey, which produced the maximum wait times for pa tients. During the Analyze phase the team then analyzed the baseline study and found that two processes mainly influenced the wait time; the waiting room time and the time spent waiting on the MD. As the ED Wait Time Foundations team moved on to the Improve phase it was decided that they would improve: Patient flow, Care Team Communication and Streamlined Order Entry and Results Retrieval Process. By changing procedure by which the Priority Level II patients were moved, it resulted in less or no waiting room time and allowed patients to proceed to the examination room. Modifying ED zone assignments within the patient- care team and using new communication boards would reduce patient complaints and improve satisfaction. This change will also help with new central clerks that will help entering patients and decrease the amount of time that physicians and nurses are occupied. Lastly, in the Control phase the team ensures that the new standard operation procedures for moving patients through the ED are maintained. They compared the performance of the Emergency Department before and after in order to note their progress and set guidelines to preserve their advancement. Q2.Access the pilot results from the process changes. What should the team say to the Project Sponsor, Dr. Hamilton, and to the Project Champion, Dr. Elbridge about the results? According to the results, the pilot Lobby Wait Time mean value came in under the acceptable target of 15 minutes, and the MD Wait Time measure was improving(pilot mean was 8.9 minutes against a study 1 baseline of 16.1 minutes and a study 2 baseline of 11.2 minutes). Although pilot MD Wait Time didn’t reach the target set at 8.0 minutes, it was apparently improved. Pilot Lobby Times were better than established 15 minute target, the defect rate dropped, and the 95% confidence interval test on the study 1 median and study 2 median vs. pilot median validated statistical significance of the improvement in wait times. Results of MD Wait Times were stat istically significant in one of two Mood’s Median tests (study 1 vs. pilot). Positive trending was demonstrated in the comparison of study 2 to the pilot which showed that the MD Wait Time became shorter and the detect rate decreased. The outcome looked promising. However, the Hawthorne effect came into play, particularly in the study 2 data collection activities. Due to unreliable automated data-gathering procedures in the ED’s information systems and the need to use intra-departmental manual data surveyors, the presence of bias was recognized. The team needed to decide whether to redo some aspects of their work in the Improve phase. The data was not convincing enough, and the result of improvement in MD Wait Time was not very apparent. Q3.What are the obstacles to AMH adopting Six Sigma? The equation [Q*A=E] is the cornerstone of successful Six Sigma improvement implementation. It infers that the quality of process solutions multiplied by the Acceptance level of stakeholders is equal to the effectiveness of those results. In this case, the primary obstacle is the acceptance level of the hospital. NO matter which solutions result from the analysis, the potential for success will be limited without the acceptance of the people affected and involved. Getting people to embrace six Sigma reforms in ED was going to be an uphill battle. There are 3 reasons: 1) Physicians are not hospital employees, but independent contractors of a sort from the Medical school. It is almost a disincentive to participate since their incentives lie with research, education, and patient care specialty. 2) Dr. Hamilton who is the sponsor of the project was hesitant to get involved in anything that he was unfamiliar with or which would add to his already full plate. Also, Nancy Jenkins, who is the project owner, implementing significant process and behavior change were not among her strengths. 3) Last, it was noted that the Hawthorne effect came into play. The Hawthorne effect refers to a phenomenon in which participants alter their behavior as a result of being part of an experiment or study. It is hard for the team to get reliable automated date-gathering procedures. Q4.Consider whether or not the team should recommend a change in the Project Sponsor even at this late phase of the project. The project sponsor is supposed to be the reque stor of the project and is committed to its solutions. He/She should also be responsible to identify project goals, objectives and scope; remove barriers and aligns resources; serve as a key communicator of project progress and status and approves final recommendations. However, in this case, Dr. Terry Hamilton, the project Sponsor, had a lot of work in his own domain to focus on (busy vice-chair of the Medical School’s Emergency Medicine Department, active in several other department initiatives and responsibilities) and he was also an involved father and husband. As a result, he was so reluctant and kind of indifferent to this project. We would like to recommend the project team to change the Sponsor. Who’s elective? Dr. George Calhoun, the Emergency Medicine Department Chair, had remained at arm’s length throughout the team’s work. As the chair, Dr. Calhoun was in a position of influence over faculty and long-term changes that could result from the ED Wait Time Project. And we also learned that Dr. Calhoun’s interests and incentives were linked to achieving national emergency medicine program recognition and publications. So Dr. Calhoun is the appropriate candidate for the Project Sponsor. Q5.Based on what you k now of the project’s results, limitations, and key stakeholders, what would you recommend as the next step for McCrea in her role as the Black Belts of the ED Wait Time Project? According to the results and the analysis, there are many improvements we can do. There are four aspects of improvements: Eliminating interference factors They should reduce the Hawthorne effect recording the Wait Time without being observed by the staff. They should think of new methods to record the MD Wait Time more accurately because there were some bias and errors in the measurement. Perhaps we can use video camera to observe staff’s actions to make sure they comply with the rules of Six Sigma and to record the MD Wait Time. 2.Increasing the Acceptance level The equation, Q x A = E, is the cornerstone of successful Six Sigma improvement implementation. No matter which solutions result from the analysis, the potential for success will be limited without the Acceptance of the people affected and involved. I think increasing the Acceptance level is the most important mission for the next step. The tools and techniques are referred to as â€Å"The Change Acceleration Process,† or CAP. Several CAP techniques were used throughout the ED Wait Time project, including Process Mapping, Elevator Speech, Extensive and Creative Communication Plans and The Stakeholder/Resistance Analysis. 3.Quality Improvement Considering that the Pilot MD Wait Time apparently didn’t decrease, I suggest the team should look for some other methods for improvement. The current methods seemed not very effective. Changing some key members As the article mentioned, the project Sponsor, Dr. Hamilton, was not very active. He was very busy and was not interested in Six Sigma project. The project Owner, Nancy Jenkins, was not good at implementing significant process and behavior change. It’s less likely that the implementations will be sustained after the Six Sigma experts leave. Perhaps the two members mentioned above should be replaced by more competent people. As mentioned above, Dr. Calhoun may be the right person for the Sponsor. I also think that Dr. Elbridge should be more positive in this project.

The author quotes, â€Å"He has lifted her, and kisses her with great passion†. This shows the affection that we previously have not seen in scenes, so this sequence is dramatic. Also, the way that the audience would be able to physically see their love for each other adds intensity to the moment. Proctor experiences a moral dilemma through constant questioning. He is interrogated, â€Å"What is John Proctor? † This gives the impression that he is not seen as a person, but more as a symbol of what he represents. This is significant because to some, his religious virtues are questioned because of witchcraft. Secondly, Elizabeth forgiving him exaggerates the fact he deceived his wife. Also, the way he is accused of being a liar is compromised by the confession. This is dramatic because all these different themes rolled into one, make the audience engrossed in the play to discover what will actually happen to him. In the last act, we see that Hale feels it his fault that people are dying, so he tries to make Elizabeth persuade John to confess by saying, â€Å"I beg you, woman, prevail upon your husband to confess. † Nevertheless, Proctor says, â€Å"Spite only keeps me silent, it’s had to give a lie to dogs. † At this point, we see Proctor taking the moral high ground, but also confessing by the way he says â€Å"a lie†. He is basically telling the people that it is hard to lie to people, who already lie themselves. Hale is trying to make Proctor lie with them. However, Proctor refuses to be forced into the lies. This is dramatic because it shows Proctor to be a person of great courage as he is being pressurised into this culture of lies, when he wants truth. Towards the end of the play, Proctor sees that he has confessed to himself and God, and believes this is enough. He then says, â€Å"God does not need my name nailed upon the church†. This would give the impression that he is comparing himself to Jesus as he was nailed to the cross. Proctor is sacrificing his own life, by convicting himself for other people. This is dramatic since it gives a theme of spiritual drama to the play. The whole climax of the story is when Proctor does actually tear up the confession in front of Danforth. â€Å"Proctor tears the paper and crumples it, and he is weeping in fury†. This symbolises as he rips up this confession, it is as though he is also tearing his life away for the truth. â€Å"Proctor: And there’s your first marvel, that I can†. This suggests that although he may be condemned to death, he can see that it is the right thing to do. It is dramatic because he once had a strong presence and now that he is faced with death, mortality makes him question himself. In contrast, he regains his virtue. In conclusion, the theme of the play was rising over adversity, and standing for the truth even till death. John had the chance to free himself, by signing the confession and living a lie. At the trial he stood up for what he believed in, and died a righteous man. He learnt what truth meant through his suffering. This could be compared with how Jesus suffered, which reflects the depth of his religious beliefs to the audience. Through Proctor’s struggle, Miller displays the struggles within people of today. It reminds us that man is not perfect, and that we can make mistakes. It shows we can be forgiven by doing what is right. Overall, we experience an effective piece of drama. The logic behind this move was to protect the United States infant sugar industry from the competition from foreign farmers that enjoy more conducive environment for surplus production. It was also in the bid to appease farmers from Louisiana territory. This was in spite of the fact that experts had warned that sugar growing in the United States would be impeded by the harsh environment. Others argued that the tariffs by the 1820s had to be maintained so as to maintain a high demand and the value of slaves. The imposition of sugar tariffs and quotas is supposed to help in subsidizing sugar growing. These sugar quotas continue to have negative impacts. It has to be understood that this is a costly system to the consumers and the taxpayers. The Impacts Of Globalisation on Theatre Globalisation refers to the increasing interaction and integration of people socially, economically, and culturally through increasing interconnectedness, in which, theatres are also affected by. Performances originally in English are now performed in multiple languages, allowing other cultures around the world to experience watching similar theatrical performances. Singapore, a globalised community, consists of much cultural variety. Due to the immersed cultural diversity, Singapore would like to expand their theatrical performances, appealing to a broader audience of different cultures and eventually become the Broadway of the East. It is the contention of this essay to analyse the impacts of globalisation on theatres via the examination of McTheatres, modernism, interculturalism, and the impact of Western theatre culture on Singapores theatre culture in accordance to theatre design. In the McTheatre franchise, the workers have little or no control over their conditions of work; all the creative decisions were taken years ago and are locked down. The choreography is fixed, and the movements are largely determined by the automated sets and standardized lighting designs, which means that any deviation from the pattern risks injury or singing in darkness (Rebellato 2009: 44). The concept of McTheatre productions are methods of global imperialism. The pro side to this can be explained when the concept was founded by Cameron Mackintosh during the 1970s when he began working in a British theatre. After experiencing a shabby imitation of a metropolitan original, Mackintosh wanted audiences anywhere in the world to have the same high-quality experience instead of a cheap reproduction. However, because of standardization, the virtues of theatre are depreciated, such as the liveliness, immediacy, and the uniqueness of each performance. In a show such as The Lion King, the costumes are the stars, and the actors merely their operators. When we think of the mega musicals, we often think of the brand images: the big eyes orphan, a cats eye, a combined Japanese pictograph/helicopter. The star performers are never part of the brand image, because in McTheatre even the biggest star is replaceable (Rebellato 2009: 45). Cities such as Toronto, Las Vegas, Basle, and Denve r hold theatres that have been built specifically for these mega musicals. However, they are not built well acoustically, considering all mega musicals are miked performances. Thus once that particular mega musical performance has moved on, the theatre is limited to performances requiring well built acoustics. Musical franchises are successful to a certain extent, but they are limited to an English speaking audience. Musicals such as The Lion King and Tarzan however, even though they are global musical theatre hits, are performed in multiple languages in order to appeal to a larger range of audience members. Cats have been translated into 10 different languages such as Japanese, German, and French and The Lion King will be making its first Spanish debut in Madrid on October 21st of 2011 (Cats the Musical 2011; Gans 2011). Aside from mega musicals, past theatrical performances such as Shakespearean plays are currently performed around the world. Variations of Shakespeares plays are also created to appeal towards the audience of the 21st century, for example, The Complete Works of Shakespeare (Abridged) is an interactive and humorous parody of Shakespeares plays where improvisation plays a huge roll. Hence, every performance is never the same and is unique. While older theatre acts are adapting to a more modern perspective, new performances are created to relate towards the 21st century audience. The theatre might be thought to contribute to the globalization of politics through plays that critically represent the workings of globalization (Rebellato 2009: 9). The musical Avenue Q, is ranked 21st of longest running shows in Broadway history with 2,534 performances (Avenue Q 2009). The musical, ironically portrayed as an adult version of Sesame Street, isnt a globalized musical because it has been performed around the world, but also because the musical itself is about globalization. Considering its relevance towards the 21st century audience, it is able to connect with the majority of the world population. Culture and globalisation goes hand in hand with each other, and theatres are no exception from the interculturalism. Defined by nationalists of the Canadian province of Quebec, interculturalism is the philosophy of exchanges between cultural groups within a society. Theatres in particular have been able to share multiple cultures with the world for centuries. This alone is a huge part on globalisation because different parts of the world are able to experience different cultures through the form of theatrical performances, whether it would be through dance, acting, and music. I consider theatre to refer to all cultural forms in which performers and active or passive participant-audiences coexist in the same space for a set time (Knowles 2010: 3). During the Nara period, the Japanese, Chinese and Koreans exchanged performance traditions with each other, hence the bukagu court dance and gugaku, the Buddhist processional dance play, was eventually integrated with the Japanese culture. Western cultures did not intermix with the Asian cultures until American and European invasions in the late 19th century. Ric Knowles makes this point in his book Theatre Interculturalism: Beginning at the turn of the twentieth century and lasting almost a hundred years, the shingeki (new drama) movement saw a turn in Japan to Shakespeare, Ibsen, Chekhov, Stanislavski, and the performance styles of western naturalism and spoken drama. In the first decade of the twentieth century, in the wake of Chinas defeat in the Sino-Japanese war of 1894-5, a similar movement developed in China, largely through the conscious efforts of Li Xishuang and Tokyos Spring Willow society, and visits to the society by Chinese students who produced the first huaju (spoken drama) (Knowles 2010: 8-9). Much like the plays from Shakespeare, as mentioned before, it has come to a point where we have the ability to share knowledge easily around the world, and theatrical performances are also able to be shared with equal amount of ease. One of the most well known types of performances known to globalise are circuses. It is in their nature to be mobile and move from place to place entertaining audiences. This leads to globalization through culture, the interconnection of world cultures, perhaps even the development of a world culture' (Rebellato 2010: 5). The most world renowned circus to this day would be Cirque du Soleil. Originally named Les Échassiers, it was founded by two former street performers in 1984 in Baie-Saint-Paul. It is now a Canadian entertainment company based in Montrà ©al, Quebec, self-described as a dramatic mix of circus arts and street entertainment (Cirque du Soleil 2010). Cirque du Soleil has a wide variety of performances, all of which are an integration of circus styles from around the world with its own theme and storyline. They attract audiences through continuous live music, which allows the performance to be cross cultural because one doesnt have to understand the language in order to enjoy the performance, hence it appeals to everyone and they are able to expand to different cultures around the world. Cirque du Soleil does not only travel around the world, but they have also left permanent set ups in different parts of the world. Las Vegas, United States, has the most Cirque du Soleil performances in one area. Performances such as KÀ, LOVE, Mystà ¨re, O, Viva ELVIS, and Zumanity are performed to many new audiences because its in an area of visiting tourists from all around the world. ZED Cirque du Soleil is stationed in a theatre build specifically for this performance at Disney Resort in Tokyo, Japan, with seven million people watching this spectacular performance every year. Cirque du Soleil has been able to create and show many different performances, but it couldnt have been done without more than 600 of their performers. (Cirque du Soleil Inc. 2009) Hence, the interconnectedness of culture is shared amongst performers and audience alike all around the world. Though most of the casts of Cirque du Soleil are trained for this specialized art, there are also performers who were past Olympic participants from all around the world. Zoltan Supola, a gold medal gymnast who competed in the Olympic three times, retired in the year 2000 after the Sydney Games. He landed a job with Cirque du Soleil and became a part of the gravity-defying troupe of performers, which now incorporates a total of 17 former Olympians. Another example is gymnast, Paul Bowler, who performs in Mystà ¨re at the Treasure Island hotel in Las Vegas after failing to make it with the British Olympic team in 1996 (Martinez 2011). Performances themselves arent the only ones affected by globalisation, but the people who work within those performances as well. It is without a doubt that Cirque du Soleil is one of the most globalised theatrical performances to have spread from North America all the way to Asia. Singapore is known to be a global community with multiple cultures integrated in one city, and because of this, different kinds of theatrical acts dedicated to the different cultures and all cultures are continuously performed. Singapore is a perfect example of interculturalism in general and for theatres. With the amount of international theatrical performances arriving every few months and with the amount of audiences watching these performances, it is clear that Singapore has embraced the idea of interculturalism within their theatres. This is a country in which Western and Asian performances are accepted together and appeal to a large portion of the public, hence Singapores wish to be a global pin point, the Broadway of the East so to speak. As Kenneth Lyen states: Yes, Singapore can indeed be the Broadway of the East. We have several unique attributes. Firstly, there is a wealth of stories waiting to be told in the genre of musical theatre. We also have a fascinating variety of Asian music, with different rhythms and different instruments. Our talent pool is immense, and largely untapped. We have not reached the stage where musical theatre prohibitively expensive to stage (Lyen 2010). Aside from Singapore bringing in theatrical performances from other parts of the world, Singapore themselves are trying to globalise their own local theatre productions. It is obvious how much Western performances have influenced the local productions. By trying to maintain a unique theme to Singapore, the structure is very much of the western style. A good example of this is the musical, Forbidden City. Its Singapores most successful musical first commissioned for the opening of the Esplanade, now in its third run, greeted with interest by American investors whod like to adapt it for Broadway (Yi-Sheng 2010). By exploring the fusion of Western and Eastern styles, there is a possibility for Singaporean theatrical productions to become worldwide and achieve globalisation with their own culture and local acts. Theatre of the 21st century is affected by social standing and social status of the community, hence the design of theatres affect the peoples want and reason to attend a performance based on prestige. Theatre of Ancient Greece was an open air, semi-circular layout with only the use of a skene and costumes for visual distinction between characters and scenery (The Columbia Encyclopedia, Sixth Edition 2008). It was a place for the gathering of people to enjoy a performance by being taken to another dimension. The use of lighting was available only through natural lighting; hence performances were casually held during the daytime. The globalised theatre design of the 21st century however, is incorporated on the theatre experience influenced by the modern American stage design through the use of lighting, props, and moveable stage parts. With the discovery of lighting, theatres became enclosed and performances became a nightly event, which is gives off a more formal experience. Now it i s a place not only for people to gather and enjoy a performance, but also a place of prestige. Theatres in general have become a social marker. The concept of an exposed theatre within the new proposed design of the Victoria Theatre situated in Singapore is aimed to attract audiences through the act of interaction or communication with the general public and raise awareness of theatrical performances to help Singapore reach its goal of being the Broadway of the East. The use of an open-air theatre and an enclosed theatre together is to create two different experiences much like the casual experience of Ancient Greece and the more formal experience of the 21st century. With todays technology and interconnectedness, theatres has become a huge part of globalisation through the sharing of performances and performers around the world not only through the use of McTheatres, but also through the creation of fused cultural performances in order to reach out to a broader audience. Through Western influence, the design of theatres has created a social status through the theatre experience. Singapore, being a social marker and huge globalised community, has attracted theatrical performances from around the world in order to share the multiple cultures with its local audience, to become the next Broadway of the East, and to create their own theatrical performances as well, such as Forbidden City.

This is what we need to continue to do to be able for us, as a whole population, move into a more positive direction towards being physically active. Developmental Education is physical education that emphasizes the acquisition of movement skills and increased physical competence based on the unique developmental level of the individual. Within the skills, there are three domains that are required; psychomotor, cognitive and affective domains. Psychomotor is defined as the â€Å"domain [that] includes content knowledge and the development of intellectual skills† as we grow (SERC). This is also defined, in simpler words, as the association of movement and motor skills. As for cognitive, this means that we using the brain to gain knowledge about the rules of a given game, how to improve coordination and enforce how keeping an active lifestyle for the rest our lives is important. As we develop, the importance of this one domain is critical. Keeping a healthy lifestyle can improve self-esteem, keep from being a part of the obesity statistics and can keep off deadly diseases. Lastly, there is the affective domain and this means that this area includes the attitudes and values that are associated with physical activity. All teachers must think about these important questions. A philosophy helps integrate understanding into the educational process. My philosophy is that all children should be educated, because it makes our society better as a whole. I believe that if we can educate all children, we can improve our society in many ways. In my opinion, the best way to educate children is using the pragmatism theory. Pragmatism is knowledge that is obtained and developed through experiences and interactions with the environment (Tanner 1997). This is important in education because children learn more through actual experiences. They learn from their actions, some even being mistakes. Pragmatism is a practical approach and it will work well when teaching children. Pragmatists believe that we should improve society through means of education that are geared toward problem solving and must be ongoing (Encarta Online 1995-2000). This is a great point because learning is a continuous process throughout life and it is all about solving problems. A teacher who is a pragmatist will help students understand what is known is changeable, there are a number of ways to interpret events, and there is no absolute truth (Crooner, Knight, and Wiseman 1999). Pragmatism has been around for a long time. It was developed by the 19th century by American philosophers, one of them being John Dewey. To him pragmatism implied that education should represent growth in individual capacity to deal with situations, should be a continuous process that cannot be terminated by the completion of course requirements, and demands self-direction as opposed to authoritarian imposition (Wyett 1998). This led to using the interests of students and their desires to learn as a main point in curriculum. I believe this helps in the classroom. If the children are interested in what they are learning, they will most likely learn that subject matter better. Along with this the classroom should also be democratic. In this process students will have their values respected, and their insights made available to fellow students and professors (Beck 1993). A philosophy in education is very important for a teacher to have.

Is Affirmative Action Analogous to Setting Quotas for White Players in the NBA? The NBA analogy doesn't even apply because that is not how affirmative action even works. All affirmative action recipients must be qualified for their jobs. Besides, the fact that blacks overcome their social disadvantages to dominate in the NBA is no justification for keeping them disadvantaged. The argument that it's wrong to give whites an even greater advantage to make up for their lack of merit is irrelevant. If blacks got an equal start in life, they might even dominate the NBA more than they do now. The fact that they don't is a further injustice to their merit. This is a prize piece of rhetoric among anti-affirmative critics. Teams in the National Basketball Association select their players based on merit. For some reason, blacks have come to represent the vast majority of players in the NBA, even though they form only 12 percent of the U.S. population. If we were to impose racial quotas on the NBA to make the teams resemble a cross-section of society, we would be throwing more talented black players off the teams and replacing them with less talented white players. Obviously, that would be an injustice. However, this example is a parody of affirmative action, and is so wrong as to be irrelevant. If affirmative action were truly applied to the NBA, then a study would be done to determine the percentage of qualified players from each race. Although 75 percent of the male population is white, and 12 percent black, the study would probably find that 90 percent of the qualified players are black, and only 10 percent white. It would then set an affirmative action goal of 90 percent black and 10 percent white players, and ask the team-owners to conduct a good-faith effort to meet these goals. Penalties would be incurred only if a racist team insisted on 100 percent black players, and a blatant case of discrimination could be proven. We could quit here, but it is also worthwhile to address the point that critics of affirmative action thought they were making with this example. And that is that it's wrong to deny top jobs to the most qualified in the name of racial fairness. However, the NBA example fails to make even this point. To see why, imagine that you have been asked to preside as a judge at a track-and-field event.
